This presidential decree establishes a free and independent Indonesian National Human Rights Commission (Komisi Nasional Hak Asasi Manusia) based on the Pancasila ('Five Principles' - Indonesian state ideology) and the Universal Declaration of Human Rights.

This statute regulates the application and implementation of practices that promote, support and uphold the protection of human rights and freedoms in Indonesia. It also reiterates some of the human rights guaranteed in the 1945 Constitution and its subsequent amendments. Article 7(2) of the statute provides that international human rights laws ratified by the state 'become the responsbility of the central government'.

This statute ratifies the Convention on the Elimination of All Forms of Discrimination Against Women, assented to by the General Assembly of the United Nations on 18 December 1979, with a reservation in regards to art 29(1) of the Convention, which covers dispute resolution between states-parties concerning the interpretation or application of the Convention.

This statute ratifies and incorporates into Indonesian domestic law the International Covenant on Economic, Social and Cultural Rights. Accordingly, it serves as formal state recognition of the equal rights of women, as per art 3 of the Covenant.

This statute regulates the protection of witnesses and victims of crime, and the agency whose responsibility it is to ensure witnesses and victims of crime are afforded the necessary protections.

This statute prohibits human trafficking activities, as well as activities related to human trafficking, and sets in place severe monetary penalties and prison sentences for offenders.

This fatwa declares the United States-led invasion of Iraq to be despotic, illegal and a repudiation of both Islamic and international law. It describes the invasion as indiscriminate and brutal, resulting in the death of women, children and the elderly, as well as the destruction of various public facilities. Moreover, that the invasion was disproportionate and gravely violated people's human rights. The fatwa states that the persons responsible must be tried as aggressors and war-mongers before an international court, and must repair the damage they have caused. The fatwa also states that prior to the invasion Iraq was a sovereign state meaning that the new government administration now represents the rights of the Iraqi people.

This fatwa forbids:

1. the depiction, either directly or indirectly, of erotic behaviour, whether it be a painting, picture, script, sound, sign, advertisement or statement, through print or electronic media, that can be sexually arousing or stimulating;
2. the aurat (sensual areas) from being exposed and/or for a person to wear tight-fitting or transparent clothing for photographic purposes, either for print or visual media;
3. sexual acts in public, photographing such acts, either of other people or of oneself, as well as viewing such acts;
4. the reproduction, distribution, sale, purchase and viewing or showing of pictures of people, via either print or visual means, whose aurat is exposed or are wearing tight-fitting or transparent clothing that can be sexually arousing or stimulating, or pictures of sexual acts;
5. a man and woman out of wedlock from being either intimate with one another or within close proximity of each other;
6. exposing the aurat (for men: the part of their body between their navel to their knees; for women: their entire body apart from their face, palms of their hands and feet), except for shari'a-appropriate matters;
7. wearing transparent or tight-fitting clothing that shows the shape of the body;
8. behaviour or statements that encourage sex out of wedlock, or similar acts of intimacy; and
9. aiding or abetting, as well as benefitting financially from, any of the acts mentioned.

This fatwa states that:

1. women who leave their families to work in another city or overseas may do so provided they are accompanied by a relative, family or a trusted women's organisation;
2. it is haram (forbidden) to send female workers to another city or overseas if they are not accompanied by a family member or a member of a trusted organisation, except in an emergency situation that can be accounted for, and where their safety and dignity is guaranteed;
3. all parties and organisations involved in the provision of female workers are liable; and
4. the Indonesian government, organisations and other relevant parties are obliged to guarantee the safety and dignity of female workers, and to establish a legal protection organisation or trusted organiastion in every relevant country and city where female workers are sent, again, to guarantee their safety and dignity.

This fatwa states that the Universal Declaration of Human Rights accords with the aims and values of Islamic teachings, which protect the rights of every person to life and dignity. It qualifies, however, that the following articles of the Declaration are contrary to Islam:

1. art 16(1) and (2) on the freedom to marry without limitation due to nationality, race or religion;
2. art 18 on the freedom to change religion; and
3. art 23 on work.

The fatwa obliges Muslims to accept, respect and uphold universal human rights with the following conditions:

1. to value and respect differences of understanding, interpretations and implementation of human rights based on differences of culture, morality and laws in each country; and
2. an understanding and implementation of human rights must show a balance between individual rights and individual obligations, individual rights and communal rights, and freedoms and responsibilities.

The fatwa also states that, in relation to arts 16(1) and (2) and 18 of the Universal Declaration of Human Rights, Muslims are to adhere to Islamic teachings as freedom of religion is a human right.

This fatwa obliges Muslims to understand the problem of gender in accordance with Islamic teachings. It mandates the Indonesian Council of Ulama Leadership Council to immediately formulate Islamic teachings that relate to gender problems to prevent the emergence of a biased view of the problem. It also obliges ulama to conduct assessments of gender problems pursuant to honest interpretations.

This regional regulation prohibits: 

1. adultery and conduct leading towards adultery;
2. Pondok Baremoh (brothels);
3. gambling;
4. Kupon Putih (white coupons);
5. alcohol;
6. narcotics, psychotropics, and prohibited drug-abuse;
7. prostitution and conduct leading towards prostitution;
8. living with a person of the opposite sex out of wedlock; and
9. dressing in an inappropriate manner, contrary to religious and customary norms.

This regional regulation makes provision for Muslim dress requirements in the regency of Agam, West Sumatra. It states that all members of Muslim society must (wajib) wear Muslim dress while conducting themselves on a daily basis. Non-Muslim members of society are, similarly, expected to wear appropriate and polite clothing. Article 4 sets out specific dress requirements for Muslim men and women. It states that women are to wear long, loose-fitting clothing that covers their hips and chest, reaches their ankles, with a veil (kerudung) that covers their hair and chest. Meanwhile, men are to wear loose-fitting trousers that reach their ankles or below their knees, but they may wear either a short- or long-sleeved shirt.

This response to the enactment of Solok Regency Regulation No. 10 of 2001 makes formulaic amendments to the regulation in light of the need to reconcile it with the hierarchically-superior Law No. 39 of 1999 on Human Rights and Law No. 10 of 2004 on Lawmaking.

This regional regulation obliges all Muslims to adhere to the Islamic dress standards stipulated therein. It states that the purpose of Muslim dress is to show the belief of a person and their devotion to Allah Subhanahu wata'ala, to adhere to the practice of Islam, and to preserve clothing customs (adat).

This regional regulation obliges school students and prospective brides and bridegrooms to achieve the levels of Qur'anic literacy stipulated therein. The regulation states that the purpose of Qur'anic literacy is to create Muslims that reflect the humanly qualities embodied in the Qur'an.

This regional regulation is an example of a legislative instrument that arguably seeks to Islamise public life without making any express reference to Islam or religion. It prohibits vagrancy and begging, adultery, promiscuity, and prostitution (facilitating and soliciting), while art 1(13) therein defines 'social order' as a peaceful social situation that accords with current norms, and religious and cultural order values.

This regional regulation makes provision for the eradication of immoral practices, which, it states, damage the pillars of society and are contrary to religious norms, morality, customs and tradition, and current legal norms in Musi Banyuasin regency (arts 1(7) and 2(1)). The regulation includes the following in the definition of immoral practices (perbuatan maksiat):

1. prostitution;
2. sexual relations out of wedlock (zina);
3. homosexual reations;
4. lebianism;
5. sodomy;
6. rape;
7. sexual abuse;
8. pornoaction;
9. pornography;
10. gambling;
11. alcohol; and
12. illicit substance abuse (art 2(2)).

A person found to be in contravention of the regulation can face a maximum fine of IDR 50 million or a maximum prison sentence of six months (art 9(2)).
