This regional regulation makes provision for the implementation of Diniyah Takmiliyah Awwaliyah education in Siak, Riau. It states that Qur'anic education is a regional government strategy designed to encourage the younger Islamic generations to become more pious and noble (art 2(2)). Diniyah Takmiliyah Awwaliyah education is defined as a non-formal Islamic religious education unit under the guise of the regional government, in conjunction with the Ministry of Religion, which is formally accountable to the regional government, and morally accountable to society (art 3). Students spend a total of four years studying this non-formal religious education (art 6).
