Garut Regency Regulation No. 2 of 2008 on Anti-Immoral Practices

This regional regulation makes provision for the prohibition on immoral practices in Garut, West Java. The regulation defines immoral behaviour as behaviour that contradicts religious norms, morality, and noble societal values (art 1(6)). Specifically, the regulation prohibits:

  1. prostitution and sexual relations out of wedlock (arts 4-6); and
  2. storing, serving, consuming, producing, and selling alcohol (arts 7-8).

The regulation permits the regent to make an exception to the prohibition on the sale of alcohol (arts 11-15).

Contravention of any provisions contained therein carries a maximum penalty of three months' imprisonment or a fine of IDR 50 million (arts 22-24).
