This regional regulation places a prohibition on prostitution and sexual promiscuity, as well as the facilitation thereof. Moreover, that such conduct can disturb public order, security, health, and the values of society. It also authorises the mayor to order the closure of places that are suspected of facilitating prostitution and sexual promiscuity.
