This qanun regulates the education system of Aceh, guaranteeing every Acehnese person's right to a high-quality and Islamic education. The qanun also places an onus on both teachers and parents to contribute to their children's education and understanding of Islam. It also seeks to prioritise Aceh's education sector, ensuring a certain amount of local government funding is allocated to Acehnese schools.

This qanun establishes a Commission for Truth and Reconciliation for Aceh to reveal the truth behind the various human rights violations committed by the Indonesian military and Free Aceh Movement fighers, prior to the signing of the Memorandum of Understanding between the Government of Indonesia and Free Aceh Movement. The qanun states that the commission is to be based on Islam, 'Aceh-ness', independence and impartiality, among other tenets. It stipulates the composition of the committee (seven members, including one chairperson and one vice-chairperson), as well as their functions, powers and responsibilities. It also stipulates the timeframes of the commission's investigations, phase one being from 4 December 1976-15 August 2005, and phase two being anything pre-4 December 1976. The eanun provides for reparations and reconciliation for the victims, as well as for the allocation and storage of data obtained throughout the commission's investigations.

This pivotal memorandum of understanding established a ceasefire between the Government of Indonesia and the Free Aceh Movement (Gerakan Aceh Merdeka), whereby both sides acknowledged a ceasefire was the only way to properly rebuild Aceh after the tsunami of 26 December 2004. The Aceh Sharia High Court in this verdict overrules the punishment handed out to the defendant of a rape case by Lhoksumawe District Sharia Court. The initial punishment of 125 public lashes was deemed disproportional by the high court judges due to the involvement of firearms in the act. The court also considers the severe sociological and psychological trauma that the victim had suffered and changes the punishment to 125 months of imprisonment. 

In this verdict, Aceh Sharī'a Court of Appeals upholds the decision of Kutacane Sharī'a District Court to sentence the defendant, a thirty-five years old man, with 175 months of imprisonment instead of public lashing for the crime of rape that he had committed. The appeal was submitted by the prosecutor who disagreed with the type of punishment handed down to the defendant by Kutacane Sharī'a District Court.
