This regional regulation legislates with regards to competency in Qur'anic recitation, which it defines as one way via which one can know and understand the contents of the Qur'an. Such an understanding, in turn, will lead to an Indonesian population that is kind, virtuous, disciplined, faithful and mindful of God.
Specifically, this regulation makes Qur'anic recitation and understanding an educational requirement at all levels of schooling, and obliges parents and broader society to facilitate, and assist in, students' understanding of the Qur'an.
