This regional regulation makes provision for hajj pilgrim services, to better facilitate pilgrims' departure to, and return from, Mecca (art 3). The regulation states that transportation costs are to be borne by pilgrims (art 5(1)), but that the most pilgrims are to pay is IDR 550,000 (art 5(2)).
