Pamekasan Regency Regulation No. 18 of 2004 on the Prohibition on Prostitution

This regional regulation is an example of a regulation that, arguably, Islamises public life, without making specific reference to Islam or religion (agama). In prohibiting prostitution it states that prostitution is conduct that contravenes morality through illegitimate sexual behaviour for an incentive or without a particular incentive (art 1(5)). Article 2 of the regulation prohibits the act of prostitution, art 3 prohibits running a brothel, and art 5(1) and (2) prescribes maximum penalties of three months' imprisonment or IDR 2.5 million, and six months' imprisonment or IDR 5 million, respectively.
