This regional regulation makes provision for Qur'anic education in Natuna, Riau Islands, its administration, staffing, funding, and monitoring. The regulation states that the purpose of Qur'anic education is to develop the potential of its students to become pious, devout human beings, who are noble, and understand and practise the contents of the Qur'an (art 3).
