This regional regulation bill makes provision for the preservation of Merangin customs and traditions, and the Institute for Merangin Malay Custom. In its preambular statement and art 2, the regulation states that both are based on the adage 'Adat yang bersendikan syara' dan syara' bersendi kitabullah' ('custom founded upon shari'a and shari'a founded upon the Qur'an').
