This regional regulation, in its preambular section, states that Dumai, as an open region, is exposed to an influx of people, things, and foreign cultures that do not accord with its religious, moral, ethical, and social-cultural values. In principle, therefore, the distribution, consumption, and sale of alcohol is prohibited, except with the permission of the mayor or an authorised official (art 3).
