This regional regulation makes provision for Lembaga Adat Melayu Riau Rokan Hulu (the Institute for Rokan Hulu Riau Malay Custom). The regulation states that the philosophy of the Institute is the Pancasila ('five principles' - Indonesian state ideology) (art 2), but that it is guided by the Islamic teaching: 'custom based on shari'a, shari'a based on the Qur'an' (art 4).
