This regional regulation makes provision for the establishment of places of worship. It permits the regional head of Pelalawan regency to provide opportunities to every entity that promotes religion and its practice, provided that the activities of the entity do not contravene current laws and do not disturb the peace (art 2). Accordingly, before a place of worship can be established it requires the assent and permission of the regional head (art 5(1)).
