Indonesian Council of Ulama Fatwa on Expenditure of Alms for Productive Activities and General Benefit

This fatwa states that the provision of alms (zakat) to the poor and downtrodden is a productive use thereof. Moreover, that alms given in God's name may be spent in the public interest (maslahah'ammah).
