This regional regulation prohibits, in the regency of South Lampung, all forms of prostitution and promiscuity, or any ancillary conduct designed to facilitate prostitution, whether by man or woman, heterosexual or homosexual. It also prohibits adultery; gambling; pornographic images, which contradict religious norms, legal norms, morality and traditional customs. It defines immorality (maksiat) as all conduct that degrades the foundations of communal social life, and that contravenes current religious norms, legal norms, morality, and traditional customs.
